TORCH's advocacy and legislative priorities are established by the TORCH Advocacy Committee and then adopted by the Board of Directors, in accordance with the organizational goal to support Texas' rural and community hospitals. Advocacy priorities established will be posted on the Updates page.

The Advocacy Committee, chaired by Jack Endres, is charged to develop the Legislative and Congressional agenda, as well as map out a work plan to accomplish the agenda. A summary of the initiatives and strategies are distributed to hospital members.
