Our Story
TORCH Management Services, Inc. (TMSI) was the first subsidiary created by the Texas Organization of Rural & Community Hospitals (TORCH). The organization was created for the purpose of having an organization that could engage with services on behalf of the TORCH membership. TMSI was incorporated in 1995 under the leadership of John Boff, CEO and president of TORCH and Ernie Parisi, CEO and president of TMSI.
When TMSI was created, rural hospitals were struggling with reimbursement shortfalls, profitability, declining population, and infrastructure issues. During the late 80s and early 90s many rural hospitals were closed and several of them remain closed today. It was for that reason TMSI’s first service was interim and full-time management of rural hospitals.
